An Economically Disadvantaged Women-Owned Small Business is a subset of the women-owned small business category. It is a WOSB whose owning women also meet specific economic-disadvantage criteria, such as limits on personal net worth, income, and assets. Every EDWOSB is a WOSB, but not every WOSB qualifies as economically disadvantaged.
The federal program recognizes that some industries are so underrepresented by women-owned firms that an additional, more targeted preference is warranted. In those designated industries, set-asides are reserved specifically for EDWOSBs rather than the broader WOSB pool, narrowing the field of competitors and concentrating opportunity on firms that meet the tighter criteria.
Eligibility is established through the same certification path as the broader WOSB program, with the added economic-disadvantage documentation. The practical move is to confirm both your certification and whether your target work falls under an EDWOSB-eligible NAICS code, since the set-aside only applies in designated industries. It sits within the family of socioeconomic programs alongside 8(a), SDVOSB, and HUBZone, and your NAICS codes decide where it can be used.
