The Historically Underutilized Business Zone program is an SBA initiative that steers federal contracting toward small businesses located in economically distressed communities. The goal is community development: by directing work to firms in these areas and encouraging them to employ residents, the program aims to spur investment and jobs where they are most needed.
HUBZone eligibility is more demanding than most socioeconomic programs because it has a geographic and a workforce component. The business must maintain its principal office in a designated HUBZone, and a significant share of its employees, generally at least 35 percent, must live in a HUBZone. Because zone designations and employee addresses change, firms must keep monitoring their status to stay certified.
Certified HUBZone firms can compete for requirements set aside specifically for the program and are eligible for sole-source awards up to certain thresholds. Notably, HUBZone firms also receive a price evaluation preference in full and open competition, meaning their price is treated as lower for evaluation purposes against non-HUBZone large businesses. Combined with the set-asides, that makes HUBZone a strong edge for firms that can meet and maintain the location and residency requirements. It sits alongside 8(a), SDVOSB, and WOSB in the set-aside landscape.
