SOW (Statement of Work)

What is a Statement of Work (SOW)?

A Statement of Work is the part of a contract that defines exactly what the contractor must do. It spells out the tasks, deliverables, standards, and timelines, turning a general requirement into specific, enforceable obligations. If a dispute arises later about whether work was in scope, the SOW is usually where the answer is found.

SOW, PWS, and SOO

The government writes scope three main ways, and the choice tells you how much latitude you have. A traditional SOW prescribes the work in detail, the how as well as the what. A performance work statement focuses on outcomes and measurable standards, leaving methods to the contractor. A statement of objectives goes further still, stating only goals and asking offerors to propose their own approach. Recognizing which you are reading shapes how you write your proposal.

Why it matters

The SOW is the document you price, plan, and ultimately get measured against, so read it line by line before you bid. Vague verbs, hidden deliverables, and standards you cannot meet are all risks that surface here first.
