A Governmentwide Acquisition Contract is a pre-competed, multiple-award contract for information technology solutions that any federal agency can order from. Rather than each agency competing its own large IT vehicle, designated agencies establish GWACs that the whole government can use, which streamlines buying and gives agencies a fast, compliant path to award task orders.
A GWAC is a specific kind of IDIQ, distinguished by two things: it is focused on IT, and it is open to ordering by any agency, not just the one that ran it. Only a few organizations are authorized to run GWACs. Once you hold a seat, agencies governmentwide can issue you orders, which is what makes these vehicles so valuable and so competitive to get onto.
For an IT firm, a GWAC seat can be transformative, since it converts a single hard-won competition into years of order eligibility across the entire federal government. Many GWACs include small-business tracks or are set aside for specific socioeconomic categories, creating real on-ramps for smaller firms.
