MDAP (Major Defense Acquisition Program)

What is a Major Defense Acquisition Program (MDAP)?

A Major Defense Acquisition Program is one of the Department of Defense's largest and most expensive programs, those whose projected development and procurement costs cross high dollar thresholds set in law and policy. Think major weapon systems, aircraft, ships, and large platforms. Because of their scale and importance, MDAPs receive the most intensive oversight in the department.

What the designation brings

MDAPs sit at the top acquisition category, which means the most senior decision authorities, the most formal milestone reviews, and the heaviest reporting and analysis requirements. They are subject to detailed cost, schedule, and performance tracking, and significant cost growth can trigger formal reporting to Congress. The process is deliberate and document-heavy by design, because the stakes and dollars are enormous.

Why it matters to contractors

Few small businesses prime an MDAP, but many participate as subcontractors and suppliers, and the program's nature shapes that work. Expect rigorous requirements, extensive documentation, earned value management, and long timelines. The upside is scale and stability; the cost is process. Knowing a program is an MDAP tells you to resource compliance and reporting accordingly. The designation corresponds to the highest acquisition category.
