The National Association of State Procurement Officials is the professional association of the central procurement officials from all U.S. states, the District of Columbia, and the territories. It exists to advance and professionalize public procurement through research, education, and shared standards. For most vendors, though, NASPO is best known through its cooperative purchasing arm.
NASPO ValuePoint is the cooperative purchasing program associated with NASPO. A lead state competes and awards a contract on behalf of the membership, and other states and their local entities can then use that contract without running their own full procurement. Because a single ValuePoint award can be adopted across many states, these contracts cover very large volumes in categories from IT to vehicles to services.
Winning a NASPO ValuePoint award is one of the highest-leverage moves in the state and local market, because participation can extend nationwide. The flip side is that the lead-state competition is large, demanding, and infrequent, so it rewards serious preparation. Understanding ValuePoint alongside other cooperative purchasing vehicles helps you decide where to concentrate.
