Government Furnished Property is property the government owns and provides to a contractor to use in performing a contract. It can include equipment, tooling, material, facilities, or information. Rather than have the contractor buy or build everything, the government supplies certain items, either because it already owns them, because it can provide them more cheaply, or because they are unique to the mission.
GFP is the broad category. You will also see narrower labels such as government-furnished equipment and government-furnished material for specific types. The common thread is ownership: the government holds title, and the contractor is a custodian, not the owner.
Accepting GFP comes with real accountability. The FAR requires contractors to establish and maintain a property management system that tracks what they hold, where it is, and its condition, and to report loss or damage. Auditors and DCMA may review these records. Sloppy property control is a frequent finding in contract audits and can put payments and future awards at risk.
GFP can lower your bid, since you do not have to price items the government supplies, but only if you have the systems to manage it correctly. Factor the administrative burden into your proposal, and confirm exactly what will be furnished, and when, before you rely on it in your schedule.
