NASPO ValuePoint is the cooperative purchasing program run under the National Association of State Procurement Officials. It exists so that public buyers across the country do not each have to compete the same contract. One state takes the lead, runs a full competitive solicitation, and awards a master agreement that other states and their local entities can then adopt and buy from.
The mechanics matter. A designated lead state manages the competition and the resulting master agreement. For another state to use it, that state typically signs a participating addendum, a short agreement that adopts the master contract and adds any state-specific terms. Once that is in place, agencies and often local governments in the participating state can place orders. A single award can therefore extend across dozens of states over its life.
A ValuePoint award is one of the highest-reach wins in public-sector sales, because participation can compound state by state long after the original competition. The trade-off is that the lead-state solicitation is large, demanding, and infrequent, so it rewards serious capture preparation. It is the flagship program of NASPO and a core example of cooperative purchasing in the SLED market.
