A Service Acquisition Executive is the senior acquisition official responsible for the acquisition activities of a military department, such as the Army, Navy, or Air Force. The role is usually held by a senior civilian appointee, and it carries broad authority over how that service buys, including serving as the milestone decision authority for many of its major programs.
The SAE operates near the top of a service's acquisition chain, below the department secretary and the defense-wide acquisition leadership but above program executive officers and program managers. For programs delegated to the service, the SAE can be the official who approves entry into major phases of the acquisition life cycle, the gatekeeping decisions that let a program proceed, restructure, or stop.
The SAE rarely interacts with contractors directly, but the role shapes the environment around big programs: the priorities, the pace of milestone decisions, and the level at which key choices are made. On a major program, knowing that decisions escalate to the SAE tells you how much is riding on each review and how senior the audience for program performance really is. It connects to a program's acquisition category, which determines whose decision authority applies.
